Torrance's 30-Acre Civic Center Lands in the Spotlight of the UCLA vs. USC Real Estate Challenge

Torrance's Civic Center is about to get a full real-estate workup from the region's brightest graduate students. Connect CRE reports that the approximately 30-acre City of Torrance Civic Center - home to City Hall, a municipal pool, a cultural arts center, a library and the police department - will be the subject of this year's CREDA SoCal UCLA vs. USC Real Estate Challenge, the 29th annual competition held November 19 on the UCLA campus.

The setup pits a five-member graduate team from UCLA's Ziman Center of Real Estate against a five-member team from USC's Lusk Center at the Marshall School of Business and Price School of Public Policy, with each side arguing its case for the highest and best use of the parcel. The series is currently tied at 14 wins apiece.

The brief from the city is the interesting part for Torrance residents and investors: the city wants to revitalize its Civic Center by consolidating the public uses and developing the remaining acreage. On roughly 30 acres in central Torrance, that is one of the largest public redevelopment canvases in the South Bay.

"This is a great infill site that provides a fantastic opportunity for creativity," said Erin Crum, EVP of asset management at Alere Property and the LA Real Estate Challenge chair. "That is why the CREDA SoCal challenge is so valuable for these students. They can talk to experts, experiment, collaborate and work on solving a real-world challenge that will also provide valuable insight to the city."

For South Bay watchers, the signal is not the November competition itself - it is that Torrance's city leadership is actively positioning a major central site for higher-value use. Any scenario that moves forward on those acres - housing, mixed use, modern civic facilities - would reshape the corridor around one of the South Bay's busiest employment hubs, and developers will be watching the winning proposals closely.
