Manhattan Beach Creates Nine-Member Housing Task Force for RHNA and the Next Housing Element

October 13, 2026 · South Bay Market News

Manhattan Beach is setting up a resident task force for its next round of state housing planning. The City Council voted on Oct. 6 to form a Brown Act advisory housing task force with nine resident members and a council liaison, according to a Citizen Portal report published Oct. 8.

The group's charge is specific: provide public engagement, advise on SCAG RHNA methodology and feed into the city's upcoming 7th-cycle housing element. RHNA - the Regional Housing Needs Allocation - is the process that assigns each city its share of regional housing to plan for, and the methodology behind those numbers shapes how much housing Manhattan Beach will have to accommodate in the next cycle.

Timing and support were part of the decision. Staff recommended starting the group in January, in time to respond to a SCAG survey due in late January. The council also approved a consultant to support the work and set a potential timeline of three years.

For Manhattan Beach homeowners, this is the early, upstream stage of decisions that later show up as zoning and project approvals. Residents who want a voice in where and how the city plans for its next housing allocation will have a formal public channel for it - well before the housing element itself is drafted and adopted.
